Usually no. A dealer generally transfers the firearm to the actual transferee who appears, completes ATF Form 4473, and satisfies the required background-check and identification process—not to a substitute, spouse, relative, or representative.
A lawful bona fide gift can begin with one person buying a firearm with their own money as the actual buyer, but that is different from buying on behalf of another person or sending someone else to complete your transfer.
The form follows the actual transferee
ATF's licensee guide states that a licensee may transfer only to the person who completed Form 4473. A name on an invoice, tracking notice, or credit card does not authorize another person to take the firearm.
Why the shop must ask questions
The dealer must determine who the actual buyer or transferee is. Arrangements that conceal the true recipient can create straw-purchase concerns even when the ultimate recipient is not otherwise prohibited.
Service returns are different but still need coordination
A repaired firearm may qualify for return to the person from whom the licensee received it. If another person dropped it off, ownership changed, or someone different will retrieve it, tell the shop before arrival so it can determine the correct procedure.
